Journal of Russian Phytopathological Society
Professor Yuri T Dyakov advises that a Journal
of Russian Phytopathological Society will be established in 1998. The
Journal will be devoted to the publication of experimental and theoretical
papers on a variety of phytopathological problems:
- fungal, bacterial, viral, nematode and
functional diseases of plants;
- biochemistry and molecular biology of
- plant-parasite interactions;
- chemical and biological control techniques for
plant protection;
- plant resistance genetics and breeding.
Scientists from Russia and Former Soviet Union
Republics will contribute to the Journal, but phytopathologists from all
countries are invited to take part in the journal publications.
Publications will be in English together with bilingual English-Russian
summaries.
Journal of Russian Phytopathological Society
will be published by "Muravey" Publishers Ltd, Moscow. There
will be four issues per year and the annual subscription will be US$60-80
plus postage.
The Journal will be the only one published in
English presenting studies in the field of phytopathology conducted by
researchers in the territory of the Former Soviet Union. The contents of
the first number are established and comprise one paper in epidemiology,
two on fungal populations and genetics, three on virology, four on
biochemical and molecular plant-parasite interactions, one on ecology,
seven on plant protection and resistance and one on postharvest disease.

ISPP
Executive Meeting
A meeting of the Executive Committee of the
International Society for Plant Pathology was held in Edinburgh from 27-28
August 1997. The meeting was attended by Dr R I Hamilton, Dr R J Cook, Dr
M J Wingfield, Dr P R Scott, Dr M C Shephard and Dr Anupam Varma. The
following matters were decided:
R Glenn Anderson Lecture.
Dr Eugene Terry will be delivering this Lecture at the 7th IPCC on
"Population, Environment, Plant Disease and Food Security".
ISPP Brochure.
Copies of the updated Brochure will be printed for the forthcoming
International Congress.
ISPP Web Page. It
would be updated to a cost limit of 4000 pounds sterling and would also
include information about Subject Matter Committees and about the new
bacterial names.
World Directory of Plant Pathologists. The
proposal of C J Delp to publish the Directory from the APS server with the
assistance of APSnet was approved. This will be based on a five-year
agreement, renewable every 5 years between the ISPP and APS, for the
latter to manage and host the Directory. The Directory will be updated
annually. The agreement may be terminated by either APS or ISPP with
notification.
Councillors of Associated Societies.
Each Society was requested to inform the Secretary-General of the names of
current Councillors in order to maintain effective contact.
FAO Plant Protection Service.
The Chief of this Service may be made an ex-officio member of the
Council, requiring modification of the ISPP Constitution subject to
ratification by the Council.
Budget. The
following distribution of the budget was approved:
General support of the International Congress 20%
ISPP web page, newsletter and other publications
20%
Subject matter committees 25%
EC travel and support, Treasurer’s and Secretary
General’s expenses 30%
Reserve 5%
The amount earmarked for subject matter committees
may also provide 50% travel cost to members with a maximum limit of 750
pounds sterling for every 5 years.
7th International Congress of Plant Pathology. Three
funds have been established to provide financial assistance to those who
are unable to obtain full support from their employers for participation
in the Congress.
Bursary fund: This
will be open to delegates from developing countries. For this fund a sum
of 50,000 pounds has been earmarked.
BSPP assistance fund:
This will be open to all members of BSPP. For this fund also 50,000 pounds
have been earmarked.
ISPP assistance fund:
This fund would be open to delegates under the age of 30 years.
Organising Committee of the Congress.
The Executive Committee also had a meeting with the following members of
the Organising Committee: Prof David S Ingram, Dr Nigel V Hardwick, Prof D
Gareth Jones (Chair, Finance Committee), Dr David J Royle (Chair,
Programme Committee), Mr William J Rennie (Chair, Local Arrangements
Committee). A brief discussion was also held with the professional
organisers for the Congress.
The Committee also visited the Edinburgh
International Conference Centre which is going to be the main venue of the
Congress. The Organising Committee of the 7th International Congress of
Plant Pathology was warmly thanked by the Executive Committee for their
efforts in organisation.

International
Seed Testing Association
The Executive Officer of the Association, Heinz
Schmid, has sent two documents in advance of the 25th International Seed
Testing Association Congress (ISTA) to be held in Pretoria, South Africa,
from 15-24 April 1998.
One of the documents is Supplement 1 to Volume 26
of Seed Science and Technology and comprises the reports of the
ISTA Technical Committees, a report of the Executive Committee, a list of
Accredited Members and lists of Committee Members. Any alterations
required by the Ordinary Meeting in Pretoria will be published as another
supplement to the journal.
The second document is the Rules Proposals
1998 which gives up-dated proposed amendments to the Chapters,
Annexes and Appendices of the ISTA Rules 1996 as they will be presented to
the Congress in Pretoria. Changes are highlighted in distinctive ways and
they will be similarly presented at the Congress using a beam-assisted
projector to the meeting hall’s screen from a word-processor. Formal
discussion and voting will then take place.

Brighton Conference - Pests & Diseases
British Crop Protection Enterprises announce this
Conference, which will be held in Brighton, UK, from 16-19 November 1998.
A call for papers is made on a world-wide basis from all those carrying
out research relevant to the twenty platform and ten poster sessions on
pest and disease issues, including pest and disease management on
temperate, sub-tropical and tropical crops. The effects of climate change
will also be featured along with advances in biotechnology, resistance and
innovative methods of pest and disease management. Food safety,
environmental issues and pesticide-related topics will also be discussed.
The 25th Bawden Lecture will be presented by
Professor Martin Parry, University College, London, UK, on "The
potential impact of climate change on European agriculture". A
special symposium of invited papers will be held on "Biotechnology in
Crop Protection - Facts and Fallacies".

Foundation
The European Foundation for Plant Pathology (EFPP)
will be holding a Board Meeting with Delegates of Member Societies on
Tuesday 11 August 1998 from 18.00-20.00 h at the Roxburghe Hotel, 38
Charlotte Square, Edinburgh, UK. The General Secretary of EFPP would like
to know about items that member societies would like to discuss and about
the member from each society who will be the representative at the Board
Meeting.
The Editor-in-Chief of the European Journal of
Plant Pathology (EJPP), Professor Bob Schippers, is retiring at the
end of 1998 after more than five years in the position. A new
Editor-in-Chief will be assigned by the Royal Netherlands Society of Plant
Pathology, the owner of EJPP, and Kluwer Academic Publishers, the
publisher, in consultation with EFPP. Suggestions/nominations were sought
before the end of March 1998.
The EJPP is available for DFL 160,- in 1998 for
all members of European Societies associated with EFPP.

African
Plant Protection
This is the title of a new journal providing a
unique forum for research in the plant protection sciences and setting out
to promote African authorship and/or contents. The protection of plants on
the African continent, whether indigenous or agricultural crops, is
regarded as essential for the continued physical and spiritual sustenance
of humankind. The journal is intended to help this objective by
encouraging research and an outlet for it.
Topics will include integrated pest management,
control of pests, systematics, plant pathology, mycology, nematology,
entomology, acarology and arachnology. Primary scientific articles,
technical reports, short communications, review articles and abstracts
will feature. The journal is published twice a year, in February and
April. It is run by an association of plant protection scientists under
the auspices of the Agricultural Research Council, Pretoria.

FEMS
The Federation of European Microbiological
Societies (FEMS) links 38 microbiological societies in Europe. It has
grown from a start in the mid-1970s to such a size, financial strength and
spread of activities that it is now appointing a full-time Executive
Officer and the establishment of a Central Office.

Continuity in Specialised Areas
Dr Andrew Entwistle, Secretary of the Allium
White Rot Group, has just returned from the Sixth International Workshop
on Allium White Rot, which was held in Mexico from 2-5 March 1998.
One of Andrew’s main current concerns is that
information accrued in this and previous years is not lost. He feels that
this concern is probably common to many specialist subjects where likely
changes in professional positions endanger long-term continuity in
knowledge, experience and understanding. Common approaches are suggested
by considering the immediate possibilities in his area.
The Proceedings of previous Workshops have been
published in paper format and this last Workshop will be treated
similarly. It costs about $30 per copy to send copies of Proceedings to,
say, Mexico or Australia. For some destinations, delivery can take over a
month or be plain unreliable. There are dangers that Proceedings are lost
or never seen by many. One safeguard would be to lodge a copy with a
library, such as the British Lending Library, for access by future
students.
New technology, however, offers different and
possibly more efficient opportunities, for example publishing future
proceedings on disc whereby postal and printing charges would be reduced
or scanning the Proceedings of previous workshops onto disc and then
lodging the information with an international plant pathology society such
as ISPP, BSPP or APS. There would be opportunities to make the information
available on the Web. In using such technology, a charge may be justified
for the information to recognise the value of the resources that made the
data available. A body such as the ISPP may be an appropriate facilitator,
now that ‘IT’ seems to provide opportunities for preservation of data
that previously were not available.
There is a need to be aware of the dangers of
information overload as occurs with many of the internet newsgroups, the
various year 2000 groups being good examples. Problems of overload could
be resolved by appropriate protocols for acceptance of material.
A distinction may need to be made between
innovative products using the latest IT which may be expensive, and run of
the mill products that use somewhat dated but fully functional IT systems
which would be correspondingly cheaper yet achieve the aim of
dissemination of data.
These ideas could be extended to other areas of
plant pathology, provided the mechanics and economics are resolved.
